Pan London HIV Prevention Programme Funding cut by 43%

The Pan London HIV Prevention Programme has been cut by 43% since April 2011. Delivered by organisations including GMFA, Terrence Higgins Trust and PACE, the programme consists of a range of HIV prevention initiatives aimed at combating the continued rise in HIV infection rates across the capital.

Kensington and Chelsea PCT, which oversees the programme, says that only 21 out of 32 PCTs in London wish to continue the work and that only 6 month contracts with reduced funding will be offered.

Mark Delacour, Director of Operations at The LGBT Consortium, said the decision was “outrageous” and would “threaten the health of the largest gay and bisexual male community in the country” he added that “it is absolutely paramount that the needs of gay and bisexual men in regards to HIV prevention remain high on the health agenda in London. Moreover, they have been given two day’s notice on whether or not to accept the cut. This is poor treatment of our members and bad commissioning practice on behalf of Kensington and Chelsea PCT.”

Carl Burnell, the chief executive of GMFA, said: “On the day that we see HIV rates are rising on a local and national scale, this is not the time to be cutting HIV prevention work. Ultimately, it doesn’t even save money. It costs £300,000 to treat a person with HIV over their lifetime. These cuts could ultimately prove more expensive for the state.”

Shadow Health Minister Diane Abbott has claimed that these changes to funding  “threaten and marginalise Britain’s gay and bisexual communities” Ms Abbott told Gaydar Radio that she would raise the issue in parliament.
