The Health Protection Agency (now part of Public Health England) has developed a dataset, the HIV and AIDS Reporting System (HARS). This system will eventually replace SOPHID etc.

According to the HPA, HARS has been designed to:

- Reduce the reporting burden for reporting sites ie clinics. A single return will include the information currently collected for new HIV diagnoses, AIDS and deaths and SOPHID.
- Increase the efficiency of HIV surveillance. For instance, ethnicity is currently collected across different datasets but with different coding.
- Enhance standard HIV surveillance outputs.
- Produce quality of care indicators. These are used to monitor the quality of care received by patients. This includes the monitoring of late HIV diagnoses, prompt integration into care and access to treatment.
- Directly support commissioning services. Secondary analyses of the data will provide aggregate outputs that will directly inform the commissioning of HIV outpatient services through Payment by Results.

The guidance notes (see Behavioural Guidance PDF link on HPA webpage listed above) say:

"Patients should be made aware that the questions on the registration form and at sexual history taking are designed to provide data critical to the public health response of HIV and help plan their HIV services." and instructs clinics to address and clarify privacy concerns about the data collection.

The data set is extensive (see HARS dataset PDF on HPA webpage listed above). While the "mandatory" data set to complete a patient's return is small, too few "required" (optional but we'd like it please) items are extensive.

erm - what I meant to say at the end was too few required items are reason to reject a return as valid - m
